ANTI-RAGGING RULES & PROCEDURES:

01. What is Raggin

Any Conduct whether by words spoken or written or by an act which has the effect of teasing, treating or handling with rudeness any other student, indulging in rowdy or undisciplined activities which causes or is likely to cause annoyance, hardship or psychological harm or to raise fear or apprehension thereof in a fresher or a junior student or asking the students to do any act or perform something which such student will not in the ordinary course and which has the effect of causing or generating a sense of shame or embarrassment so as to adversely affect the physique or psyche of a fresher or junior student.”

Ragging is a Social Crime. As per above referred AICTE “Regulations”, Ragging is strictly prohibited in the College Campus as well as outside the College Campus. All students are hereby informed not to indulge in any kind of Ragging activity either directly or indirectly. A strict action as per AICTE “Regulations” will be taken.

02. Action taken against Ragging

Actions to be taken against students for indulging and abetting ragging in technical institutions Universities including Deemed to be University imparting technical education :-

  1. The punishment to be meted out to the persons indulged in ragging has to be exemplary and justifiably harsh to act as a deterrent against recurrence of such incidents.
  2. Every single incident of ragging a First Information Report (FIR) must be filed without exception by the institutional authorities with the local police authorities.
  3. The Anti-Ragging Committee of the institution shall take an appropriate decision, with regard to punishment or otherwise, depending on the facts of each incident of ragging and nature and gravity of the incident of ragging.
  4. Depending upon the nature and gravity of the offense as established the possible punishments for those found guilty of ragging at the institution level.
  5. Shall be any one or any combination of the following:-
    • Cancellation of admission
    • Suspension from attending classes
    • Withholding/withdrawing scholarship/fellowship and other benefits
    • Debarring from appearing in any test/examination or other evaluation process
    • Withholding results
    • Debarring from representing the institution in any regional, national or international meet, tournament, youth festival, etc.
    • Suspension/expulsion from the hostel
    • Rustication from the institution for period ranging from 1 to 4 semesters
    • Expulsion from the institution and consequent debarring from admission to any other institution.
    • Collective punishment: when the persons committing or abetting the crime of ragging are not identified, the institution shall resort to collective punishment as a deterrent to ensure community pressure on the potential raggers.

03. Steps to be taken by Institute

  1. Rules are already made by the government now it is the duty of the colleges and institutes to supervise these rules. The colleges/Universities must set up a supervising committee to look after the implementation of Raghavan’s committee.
  2. It will be the duty of the supervising committee to inspect the classes and hostels time to time and strict action to be taken if someone caught red handed.
  3. The college/University campus should be fitted with hidden video cameras so that strict supervision can be kept in the corridors and classes.
  4. The college must seek the assistance of professional counselors at the time of admissions to counsel ‘freshers’ in order to prepare them for the life ahead, particularly for adjusting to the life in hostels. At the commencement of the academic session the Head of the technical Institution, University shall convene and address a meeting of various functionaries/agencies, like Wardens, representatives of students, parents/guardians, faculty, district administration including police, to discuss the measures to be taken to prevent ragging and steps to be taken to identify the offenders and punish them suitably.
  5. The Anti-ragging help line phone numbers must be printed out and given to each and every student as well as pasted on the walls.
  6. Each batch of freshers should be divided into small groups and each such group shall be assigned to a member of staff. Such staff member should interact individually with each member of the group on daily basis to discuss the problems/difficulties, if any faced by the freshers in the Institution and extend necessary help.
  7. The 1st year and 2nd year hostels must be separated completely and no seniors shall be allowed to enter the hostel without permission.
  8. The principal must select a student representative who will represent the 1st year student in front of the principal and will discuss the problems.
  9. If someone is found ragging then he/she shall be immediately rusticated.

04. Steps to be taken by Parents

  1. The parents must seek the help of a counselor before admitting their wards to tell them how to cope up with Hostel Life
  2. Parents should visit their wards from time to time.
  3. If their ward is suffering from suicidal tendency or depression then he’she should be immediately taken under custody of a Psychiatrist or Counselor.
  4. The parent must visit the supervising committee and discuss with them if their ward is facing some difficulty.

05. Steps to be taken by Student themselves

  1. It is the sole responsibility of the student themselves to raise their voice against ragging. Ragging is something which is not at all tolerable.
  2. If someone has been ragged then he or she must immediately contact the anti-ragging squad and the higher authorities of the institutes.
  3. They must know that Suicide is not the ultimate way and must face the problem with courage.

The student can contact the committee Members at any time on the mobile number. If any incident of Ragging is observed by them.

D) For Fresher Students:
The Fresher student can contact any of the Committee member or the Principal at any time. If anybody tries to Ragging with them. The Fresher students should desist from doing anything against their will even if ordered by the seniors. They should immediately contact the office or any of the Anti-ragging Committee Member and report the incident immediately. The college will take stringent action against the senior student involved in Ragging. The Fresher should not fear of any action and not tolerate any kind of atrocities of senior students.
The Fresher student can also contact the General student Association (GSA) Committee member for participation in various College level Technical Cultural, Sport and other activities.
